Former White House Chief Of Staff – Inspector Luis Lopes was pleased to share that former White House Chief of Staff Andrew H. Card, Jr. visited the Southeast Region on Wednesday, October 20, 2021, AP Government students in a vocational high school.
Card discusses 9/11 and how to handle crises when on-the-spot decisions need to be made. He also discussed with students about leadership skills that they could develop as career students to prepare the nation for a secure future. A question and answer session is held where students can ask flashcard questions based on what they have learned in the AP Government course.

As Chief of Staff, he is responsible for coordinating the priorities of the government’s agenda, policy development, and the appointment of cabinet secretaries and senior government officials.
On September 11, 2001, while President Bush was sitting in a classroom in Florida, Card whispered in President Bush’s ear that terrorists had attacked the United States. Card then led a government-wide reorganization to best allocate resources to respond to the aftermath of 9/11 and the new terrorist environment.
Card also served as US secretary of transportation under President Bush and headed President Bush’s transitional office during the transition to the Clinton administration. He served as Assistant to the President and Deputy Chief of Staff in the Bush administration, and as Special Assistant to the President for Intergovernmental Affairs and Deputy Assistant to the President and Director of Intergovernmental Affairs in the Reagan Administration.

John Francis Kelly (born May 11, 1950) is an American former political consultant and retired United States Marine Corps general who served as President Donald Trump from July 31, 2017 to January 2, 2019 Chief of Staff to President Trump’s White House. He previously served as secretary of Homeland Security in the Trump administration and as commander of the US Southern Command. He is currently a board member of Caliburn International.
Kelly enlisted in the Marine Corps during the Vietnam War and was commissioned as an officer before graduating from college. He rose through the ranks, culminating in his final military post from 2012 to 2016 as a four-star general commanding the US Southern Command, the unified combatant commander responsible for US military operations in the Central America, South America, and Caribbean departments.
Prior to joining the Trump administration in January 2017, Kelly served on the advisory board of DC Capital Partners, the investment firm that now owns Caliburn.

Kelly was elected as the first Secretary of Homeland Security in the Trump administration. Kelly has built a reputation for aggressively enforcing immigration laws. Six months later, he was selected to replace Reince Priebus as White House chief of staff, trying to bring more stability to the White House.
He was the first career military officer to hold the post since Alexander Haig in the Nixon and Ford administrations.
Kelly was born May 11, 1950, in Boston, Massachusetts, the son of Josephine “Harney” (Pedalino) and John F. Kelly. Her family is Catholic, her father is of Irish descent and her mother is of Italian descent.
Before he was 16, he hitchhiked to Washington state and back by rail, including a freight terminal from Seattle to Chicago.

He served one year in the US Merchant Marine, where he said “my first trip overseas was to bring 10,000 tons of beer to Vietnam”.
He enlisted in the US Marine Corps in 1970 when his mother told him his draft number was coming.
He served in the 2nd Marine Division infantry company at Camp Lezun, North Carolina, and retired as a sergeant in the Inactive Reserve in 1972 so he could attend college.
He returned to active duty in the Marine Corps in 1975, completing Officer Candidate School, and was commissioned as an Ensign on December 27, 1975.

He graduated from the University of Massachusetts Boston in 1976 and received his Master of Arts in National Security Affairs from the Georgetown School of Foreign Service in 1984.
Kelly graduated from the National Defense University in Washington, DC in 1995 with a Master of Science in Strategic Studies.
Kelly returned to the 2nd Marine Division as rifle platoon and weapons platoon leader, company executive officer, assistant operations officer, and rifle company commander. He then served at sea in Mayport, Florida, where he served on the carriers USS Forrestal (CV-59) and USS Independence (CV-62). In 1980, Captain Kelly attended the U.S. Army Infantry Officer Advanced Course. at Fort Bunning, Georgia. After graduating, he was assigned to Marine Corps Headquarters in Washington, D.C., where he served as mission supervisor from 1981 to 1984. Kelly returned to the 2nd Marine Division in 1984, commanding Rifle Companies and Gun Companies. In 1987, he was promoted to major and served as a battalion-level combat officer.

In 1987, Kelly transferred to Elementary School in Quantico, Virginia, first as Head of the Tactical Group Assault Tactics Section and then as Director of the Infantry Officers Course. After three years mentoring junior officers, he attended the Marine Corps Command and Staff College and Advanced Warfare College, both in Quantico.
After completing his service under the tutelage and being elected lieutenant colonel, he was assigned as commander of the 1st Light Armored Reconnaissance Battalion (1st LAR), 1st Marine Division, Camp Pudleton, California. During his tenure, the 1st LAR was called upon to provide enhanced support to police in Long Beach, CA during the 1992 Los Angeles riots. After two years in this command position, Kelly returned to the East Coast in 1994 to attend the National War College in Washington, D.C., where he graduated in 1995, and was elected commander liaison officer in the US House of Representatives on Capitol Hill, promoted to colonel.
In 1999, Kelly was transferred to joint assignments with the Supreme Allied Forces European Command in Mons, Belgium, as special assistant. He returned to the United States in 2001 for his third assignment to Camp Lejeune and is now Assistant Chief of Staff, G-3, 2nd Marine Division. In 2002, Kelly returned to serve in the 1st Marine Division, this time as assistant division commander. Most of Kelly’s two year assignment was deployed in Iraq.
In March 2003, while in Iraq, Kelly was promoted to brigadier general, the first known promotion to be a Marine in an active theater since Chesty Puller, Assistant Commander, 1st Marine Division, was promoted in January 1951 to Colonel.

In April 2003, Kelly took command of the newly created Tripoli Task Force and pushed it north from Baghdad to Samarra and Tikrit.
Kelly said that during the initial attack on Baghdad, a reporter from the Los Angeles Times asked him if he would consider defeating it, given the size of the Iraqi army and the large number of tanks, artillery and chemical weapons available to Saddam’s army. As Kelly told a 2007 San Diego Military Advisory Council Network Breakfast, Kelly’s response was, “Hell, it’s Marines. As they take Guadalcanal and take Iwo Jima, Baghdad is fine.” [sic]

On February 9, 2008, Kelly replaced Major Geral Walter E. Gaskin in command of the Multinational Force in West Iraq.

Kelly was nominated as lieutenant general on March 9, 2011 and confirmed by the US Department of State on March 16, 2011.
Kelly, a senior military assistant to the secretary of defense, personally greeted Secretary Leon Panetta on July 1, 2011, Panetta’s first day as defense minister, while in a trance on his way to Ptagon.
Kelly was nominated as General on January 31, 2012, and confirmed by the US Department of State on July 26, 2012.
